The operation, involving police, fire service, and municipal assemblies, targets major drainage channels and waterways—a necessary but belated intervention after the first heavy rains have already caused damage. Analysts in London note that such emergency clean-ups, while welcome, do not address the systemic issues: the absence of a national risk management policy that would shift Ghana from crisis response to resilience building.
