Police in Madison, Wisconsin, fatally shot a man on Wednesday during a street-corner struggle after he produced a knife and injured an officer, according to Madison Police Chief John Patterson. The confrontation, captured on bystander video that circulated online, sparked protests in the city, with demonstrators gathering near the state Capitol and chanting “Arrest the cops!” The man, identified by Madison Mayor Satya Rhodes-Conway and District 6 Alder Davey Mayer as Corey Ruiz, was in his 30s, Patterson said, but police did not release his name.

Patterson said officers responded to calls about a person suspected of checking parked vehicles in the Marquette neighbourhood. The man fled on a bicycle and, after a pursuit, either fell off or was pulled off the bike by officers. During the ensuing struggle, Patterson said, the man pulled out a large fixed-blade knife and injured an officer. An officer deployed a Taser, which proved ineffective, and the same officer who had been injured by the knife then fired his weapon, discharging three shots, Patterson said. The man was taken to hospital, where he was pronounced dead. The Madison-based Black community advocacy group Urban Triage said the man was Black, and bystander video suggested all four officers involved were white. Patterson declined to specify the race of the man or the officers.

The Wisconsin Department of Criminal Investigation will conduct an independent investigation into the shooting, Patterson said. All four officers involved have been placed on administrative leave, per department policy. None of the officers were wearing body cameras at the time of the arrest, Patterson confirmed. The officer who fired his weapon was described by Patterson as a veteran of the department. A second officer suffered an unspecified injury during the confrontation, but the department said it did not believe that injury was caused by the knife.

The shooting occurred on the same street where a white police officer shot and killed Tony Robinson, who was biracial, in 2015, a case in which the district attorney determined the officer was justified and filed no charges. Wisconsin Governor Tony Evers said in a social media post that he had been briefed on the incident and that “there must be transparency and accountability in any investigation moving forward.” Mayor Rhodes-Conway said she was “angered and saddened” and cautioned that the investigation would take time, adding that a community listening session would be announced soon.
